As a real estate professional, I live our region’s housing shortage every day. Whether you own or rent, housing is likely the #1 expense in your family budget, and the top driver of our community's cost-of-living crisis.I support strategic density of housing near our retail districts such as Belmont Center, Waverly, and Brighton Street. The single best thing we can do for our retail streetscapes is bring more residents closer to stores to increase foot traffic.I also support more housing for seniors. While our region suffers from a housing shortage, Belmont suffers especially from a shortage of senior housing. This means our seniors cannot age in place unless they stay in, often, single-family homes when they would rather live in a different type of home.

2024 was a big year at the Planning Board. Belmont fulfilled its state requirement to pass the MBTA Communities Act by year-end. I’m proud of the long hours and late nights many people put in to make that law a success and allow good housing development in Belmont.&nbsp;2025 may be an even bigger year at the Planning Board. We will begin to develop a 10-year comprehensive plan, draft zoning overlays for Belmont Center and Brighton Street, and draft a hotel bylaw.The comprehensive plan is a document that outlines what changes we want to make (or not) over a decade across the major functions of the Town. Coalescing around a forward-looking document allows Town leadership to seize the initiative to shape our future. Further, it is the blueprint for a desperately needed zoning bylaw rewrite.The Belmont Center and Brighton Street overlay zoning will address two of our most important commercial districts. Rezoning can attract the kind of investment we want that improves our commercial tax base, streetscape vibrancy, and quality of life. Ultimately, we need to do a zoning overhaul, but in the meantime, these overlay districts will generate a tailwind for these neighborhoods.A hotel bylaw would allow hotels in Belmont, which comes with two benefits. First, hotelsgenerate a lot of tax revenue that the town desperately needs through property, meal, androom taxes. Secondly, hotels can be a community amenity that comes with restaurants, cafes, and even event spaces.It’s an exciting time for Belmont at the Planning Board. We will get an opportunity this year to consider our future and decide how we can best position ourselves for it. Another Big Year for the Planning Board

I support the Belmont Community Path. I watched a similar path get built in the town I grew up in, and know from experience how quickly these amenities become beloved by residents, especially abutters.It would be wonderful to be able to not have to leave Belmont to get on a bike path. And it would be a wonderful improvement to our business centers to have pedestrian access from neighboring towns.

Community Path

Belmont is special because it is a diverse community across many dimensions, including generations. Our seniors are the strongest threads that hold together the fabric of our Town.I have heard from a lot of seniors on this campaign and they have consistently said that their greatest concern is affordability. Belmont is becoming unaffordable for too many of our seniors. Tax increases hurt more when you are on a fixed income. Worse, we offer our seniors few options to downsize and stay in our community.In addition to being a supporter of housing options that help seniors, including more senior housing and accessory dwelling units, I have long supported senior tax relief and the Senior Tax Relief Working GroupSo what exactly will I do if elected to Belmont’s Select Board to bring practical tax relief to more seniors?<h5>Promoting Existing Programs</h5>Belmont already has several programs that bring tax relief to seniors. Veterans, the blind, seniors that meet certain asset criteria, and others have access to existing programs they can use to reduce their tax bill. Unfortunately, these programs are not well-known and, frankly, difficult to understand.We can work together as a Town to make sure seniors know what programs are available to them and how to use them.<h5>REFORM EXISTING PROGRAMs</h5>Not all programs are working as well as they could. For example, the tax work off program, which allows participants tax relief in exchange for service to the Town, could be structured to maximize the benefit to seniors.I support investing in programs like the tax work-off program to make sure they work right for our seniors.<h5>EXPAND TAX RELIEF WITH NEW PROGRAM</h5>Over the long run, and with sustained effort, we can make meaningful changes for our seniors. Home rule petitions could help more senior Belmontonians qualify for more programs that save them more money. These programs are currently being researched and thought-out by the Senior Tax Relief Working Group, and I support realizing their recommendations.

I will begin every town conversation with "What is the best use of our limited town dollars?"As I was considering running for Select Board, I spoke with about 150 members of Town Meeting. Every single one had concerns about our town finances, whether it was not spending enough or spending too much. It's top of mind for everyone.There are no easy answers on our budget, but there are a few things to which we must remain committed. These include growing our commercial tax base by revitalizing Belmont business districts, committing to recommendations in the Collins Center report, continuing to look for efficiencies and streamline our services, and work to reduce our year-over-year spending growth while maintaining the services Belmontonians value.

I also drafted bylaw language to allow hotels by right, to rezone Belmont center, and to rezone the Brighton Street Commercial district to allow for more commercial real estate. As a small business owner, I know what it's like to wear a lot of hats. We must make it easier to open a business in Belmont by cutting the red tape required to open a business, or businesses will continue to skip Belmont in favor of towns that are easier to work with.

Commercial Zoning

I love the outdoors and have a deep appreciation for our environment and the need to protect it. That’s why I supported the Leaf Blower Bylaw at Town Meeting—to help make our town cleaner and quieter by regulating the use of gasoline-powered leaf blowers.Looking ahead, we must find a way to install solar panels on the new rink when opportunities arise to do so without increasing taxes. We should also make smart, strategic investments in electric vehicles for town departments when the suitable vehicles are available and financially viable.Additionally, we need to continue funding stormwater and wastewater infrastructure improvements to stay ahead of EPA requirements and safeguard our community’s water quality. Investing in the health and safety of our waterways isn’t just good policy—it’s essential for our town’s future.

As an avid outdoorsman, I care deeply about the environment.

ENVIRONMENT &amp; ENERGY

Subject to minor changes discussed last week, Belmont planning officials have voted to recommend favorable action at Town Meeting on the accessory dwelling unit bylaw amendments.

Planning Officials Refine ADU Bylaw Amendment

Highly functional Towns tend to share one thing in common: they have <a href="https://www.belmont-ma.gov/1535/Comprehensive-Plan-Project" target="_blank" rel="noopener noreferrer nofollow">a 10-year Comprehensive Plan</a>. A comprehensive plan is where various Town priorities are organized and the pieces are made to fit together. It allows everyone involved in Town governance to “row in the same direction.” I have been advocating for a 10-year comprehensive plan for years. One of my first acts as Chair of the Planning Board was to launch a comprehensive planning process. Working in conjunction with Town staff and the Select Board, we secured funding, formed a comprehensive plan committee and the project is finally underway. This is the first step in developing with our most complicated reforms to our zoning, budget, and other critical functions of the Town.

If you've been following my campaign you probably have heard me talk about having a positive vision for Belmont. So you might ask, what exactly is a “positive vision for Belmont’s future?” Or even “what does Taylor mean when he says ‘Let's build Belmont's future together?’”<h5>POSITIVITY</h5>I spend a lot of time talking to people in Belmont. And now that I've knocked doors in all 8 of Belmont's precincts, I'm not oblivious to the fact that there are some really contentious issues in Town and that some very bitter battles have been fought in our past. That said, I'm not so cynical that I cannot see the deep commitment to making our Town a better place. Left, right, and center, Belmontonians share a commitment to Belmont, and they value leaders who put the service into “public service.”I spent the better part of 2024 working on the MBTA Communities Act, a controversial state law designed to increase housing in 177 towns and cities in Massachusetts. Many Towns refused to comply by the December 31, 2024 deadline and are now embroiled in legal action against the state.Belmont, by contrast, passed the MBTA Communities Act and is now working on our economic development priorities. Under my leadership of the Planning Board, 93% of Town Meeting Members voted in favor of the Act, one of the largest margins of victory in the state. I brought Town Meeting on board at least in part because I brought people together to pass the Act so that we could move on to our economic development priorities in Belmont Center and Brighton Street.Belmontonians value leaders who speak to the better angels of our nature, and that is the kind of leader I am and want to be on the Select Board.<h5>VISION</h5>As Chair of the Planning Board, I spend a lot of time thinking about Belmont’s future. Belmont needs leaders that are focused on the future, and have the skills to identify and execute on our biggest priorities.A couple years ago I championed restaurant reform, allowing restaurants to more easily open in Belmont. Back then I told folks “this is just the beginning, this is the quick and easy starting point of an economic development agenda.”&nbsp;I'm still pursuing that agenda. This year I worked with the Select Board to greenlight three larger economic development projects:<ol><li>Rezone Belmont Center</li><li>Rezone Brighton Street</li><li>Develop a 10-year comprehensive plan&nbsp;</li></ol>Economic development is absolutely critical to our Town's fiscal future. It is the win-win solution: economic development improves our neighborhoods, our quality of life, and our tax base.At each step of the way I have and will continue to include the public and Town Meeting with incrementally more impactful proposals. This is so important because you all deserve to be part of the process, to have a say in shaping our work. That doesn't just happen, it takes a leader who can see things a few steps ahead, who can stay focused on the big picture, and who can empathize with a lot of different people.I want a Belmont that is more vibrant, more sustainable, and more inclusive for everyone.<h5>BELMONT’S FUTURE</h5>Belmont is a wonderful Town with much to preserve, but change is coming. The world around us is changing and it will impact us. If we don't act decisively over the next three years, we will start to lose our ability to shape our own future.When our previous Town Treasurer retired, Belmont had a crisis on its hands. The position was elected, and there was no clear successor. No one even ran for the office. The next treasurer was going to be whatever person got the most write in votes. That was a problem because the treasurer handles all our Town's finances and payments!I chaired the Yes for Appointed Treasurer campaign because Belmontonians deserve to have their tax dollars stretched as far as they can go through professional management. After winning 70% of the vote, we have reaped the rewards of embracing positive change. We are doing things like multi-year budgeting, using accounting software, and automating payroll.This is the kind of thing we do on a bigger scale. We need to ensure our schools, our Town centers, and our budgeting are grounded in the fact that Belmont exists in a different world than it did 10, 20, 30 years ago. We need leaders who understand what makes Belmont special and how to preserve that without forgoing new opportunities that make Belmont better for Belmontonians.I'm hoping to earn your vote on April 1, 2025 to implement that positive vision for Belmont’s future. I'm asking you to join me to build Belmont’s future, together.

One sign of a good leader is being able to get a wide variety of people with different views to agree on something and move forward. Taylor Yates has proven he can do this. What’s more, he is not driven by ego. Taylor simply wants to get good things done for the town. And he will.

Seniors are an integral part of the fabric of our community, and I want my kids to live in a place with diversity across life stages.I also support more housing for seniors. While our region suffers from a housing shortage, Belmont suffers especially from a shortage of senior housing. This means our seniors cannot age in place unless they stay in, often, single-family homes when they would rather live in a different type of home.

Seniors are an integral part of the fabric of our community, and I want my kids to live in a place with diversity across life stages.
